How I Resolved Individual Business Address Abnormality for Free Instead of Paying 3800 RMB

Opening a Taobao Online Store

The reason for opening an online store is that individual businesses are allowed to use online store addresses as their registered address, provided your business scope does not involve offline operations. For example, if your business scope is catering, you cannot use an online store as the registered address.

If your business scope is entirely online, such as software development, software sales, or network services, you can change from a physical address to an online store address. Currently recognized online store addresses include Taobao, JD.com, Pinduoduo, etc. You need to download the "Store Operation Certificate" from the backend and print it.

I opened a Taobao store. The operation steps are as follows:

1. Go to https://qn.taobao.com/ and apply to open a store using your individual business license.
2. Change the store address. The default is a random string address, which is hard to remember and inconvenient for handwritten applications. It is recommended to customize the store address in the backend, e.g., https://xiaoz.taobao.com.
3. Export the "Taobao Store Operation Certificate" from the backend.
4. Print the "Taobao Store Operation Certificate" for backup.

If you have a JD.com or Pinduoduo store, the process should be similar.

Applying for Address Change

Before changing the physical address to an online store address, you need to prepare the following materials:

1. One copy of the legal representative's ID card.
2. One copy of the residence proof.
3. One copy of the online store operation certificate (Taobao Store Operation Certificate).
4. Original business license.
5. ID card.

Once the materials are ready, go to the local Market Regulation Bureau to submit the application. However, there is a pitfall: searching on a map will show many "Market Regulation Bureaus," but you cannot just go to any of them. Jurisdiction is determined by your residence permit. You must go to the Market Regulation Bureau corresponding to the street where you reside. If unsure, call any local "Market Regulation Bureau" first to confirm which one handles your area; otherwise, you will likely run around in vain like I did.

After arriving at the designated "Market Regulation Bureau," queue up, fill out the form, and submit the application materials. They will collect your original business license and issue a new one. This usually takes 3-5 working days. They will not notify you when it is ready; you must ask and pick it up yourself.

After receiving the new business license, the business premises address will be changed to the "online store address."

Applying to Remove Address Abnormality

Here is another pitfall: I thought that after the address change was complete, they would help me remove the abnormal status directly. However, the current "Market Regulation Bureau" told me to go to the "Market Regulation Bureau" of the original address to handle it. When I went to the original address bureau, they told me to apply online myself. After consulting internally for a while, they finally directed me to the online system. They seemed unprofessional as they had never handled a case of removing abnormal status after changing from a physical address to an online store address.

Choose to log in via Electronic Business License or Industry and Commerce Liaison Officer.

Click "Credit Information Repair" to enter the repair application filling page.

Select the corresponding repair project (Abnormal List Information Repair) to enter the relevant module.

Select the document number you want to repair. Click the dropdown option and choose the document number and date to be repaired according to the system options.

First, download the template and fill out the Credit Repair Application and Integrity Commitment Letter according to the template requirements. (Fill in the company full name in the "Party" field of both documents.) Check and upload the Credit Repair Application and Integrity Commitment Letter (uploaded files must be in jpg/pdf format, size within 2MB).

Provide materials related to fulfilling legal obligations and correcting illegal acts, and other materials.

Note: For address abnormalities, you must also upload the company business license and photos of the office at the company's registered address.

After uploading the credit repair materials, click "Save."

After submission, wait for the district Market Regulation Bureau to accept and review. Click "Credit Information Repair Record" to query all submitted application records. If you find errors in the content after submission, you can click "Withdraw" and re-fill.

View the acceptance and review opinion: If rejected, the reason for non-acceptance will be noted.

If approved for automatic publicity, wait for the National Enterprise Credit Information Publicity System to update the data showing the enterprise status as normal. This usually takes 3-5 working days to restore.

It is recommended to check the latest status on the National Enterprise Credit Information Publicity System website (https://www.gsxt.gov.cn/index.html) after 1-2 weeks.

Follow-up Operations

If an address change has occurred, the Electronic Tax Bureau backend system may still prompt "Regular Fixed Amount Adjustment Reminder." Follow the prompt to resubmit the assessment collection.
